Hello: An agreed time of Tuesday 9/2 at 11:30 was properly posted for this game. Approximately two hours before the game was to be played kai's captain NFK posted a note that kai had computer problems and would be unable to play their game. NFK conceded the game on behalf of kai, and asked that a set game win be awarded to pelayo. In the T45L Statutes, Section 10(G)(ii) covers conceded games. The statutes are as follows (the dTD comments follow the **) Section 10(G)(ii)(a) - "Conceding a game before it starts constitutes a forfeit" ** This game was conceded prior to the start, so it is considered a forfeit. Section 10(G)(ii)(b) - "The TD will judge whether the Game Forum message constitutes a concession, for example, when the player states that he is unable to play, or unable to meet a previously agreed time. The concession becomes official when the TD posts the forfeit. ¶ SC 36-37" ** The game forum message clearly states that the intent was to concede the game. Section 10(G)(ii)(c) - "When a scheduled game has been conceded by a post in the forum at least 24 hours in advance of the game, the SecTD, with advice from the dTD, may recommend that a RR reduction not be applied, but instead that the provisions of Section 3.A.vi.b (addition of RR point at end of tourney) be voided in regards to the forfeit. ¶ SC 36-37" ** The game forum posting conceding the game was not made at least 24-hours in advance of the game, therefore, there is no provision for me as dTD to recommend a RR reduction not be applied. Based on this, the ruling is as follows (1) The score for the game is -:+, a forfeit win for pelayo (2) In addition, and in accordance with the Statutes (Section 17(A)(i), it is likely that kai will have their reliability rating adjusted by -1. If kai, or his captain, believe that the statutes have not been applied correctly then they are to make a declaration to that effect in the forum within 24 hours of the time of this ruling being posted.
