Tournament 17 parameters. Entries for T17 be accepted between
Nov. 25 and Dec. 4. Tourney starts Dec. 12. One-week break in the playing

rules adopted by T16 Oversight Committee be incorporated in the Statutes. By

- Constitutional
amendment to keep Steering Committee active even when a tournament is in
progress, to handle affairs not directly associated with the tourney, which

- The deadlines be
moved back one hour, to midnight of preceding day. E.g. Game completion
deadline be midnight on Tuesday; team board assignments to the Tournament
Directors by midnight Tuesday; new pairings posted by midnight Wednesday.

gap between regulation play and the start of the playoffs, to resolve any
unplayed games that are in dispute that may impact the post season. By

- That the method of
determining tie breaks in match game playoffs games be changed.
Specifically, Section 13.F. be eliminated. See items 7-8. By Russ Gadoury
The vote was a tie, 4-4. Changes require a majority
vote. Therefore, the motion is Not Passed.
- Playoff changes: A.
When round robin is not used (two divisions) for ICS Section Championships,
the division champions play two matches in two weeks, total Game Points
deciding. If the two teams are still tied, each team will designate one
player to play pairs of games, alternating colors, until the tie is broken.
Similar rules adopted for League Section Championships between two servers.

- Playoff changes: B.
Dates for subsequent matches (League Section Championships) will be pushed
forward if necessary to accommodate completion of first round playoffs.

- Add to Section 3 of
the Statutes: A player must have an ISP account in his or her own name or a
shared account with a person with whom they are cohabiting.

- Consider eliminating
the office and responsibilities of Scribe.
Passed.
- Constitution,
Article VII – Precedence and Amendments. Remove the last sentence of the
Constitution, which reads “The coin shall be a 1976 USA Kennedy Bicentennial
half-dollar piece.” By Russ Gadoury. It is unnecessary. It was nice
tongue-in-cheek humor (and was the property of Russ Crawford!) suitable for
the early days of the league, but not now. Passed.

- Revise Section 14.
D, which now prohibits any adjourned games in round 6, to read, “The
deadline to complete adjourned games in the final round of regulation play
shall be 11 pm (ICC time) of the Sunday following the Game Completion
Deadline. By Russ Gadoury We approved Item #5, so we have a week to get
ready for the playoffs. In T16 finishing round 6 on time was extremely
difficult. This amendment provides the players a second weekend to complete
the games. We do want the games played. Passed.
Section 14:D
- Now that item
#10 has passed, I would like to add to the agenda as item #13, that we have
a new position called Assistant Divisional TD. "These volunteers would
assist the Divisional TD all the while training to be future TDs, thus
ensuring a systematic flow of volunteers to support Team 45 45 League. A
division will not be required to have an Assistant TD, but any additional
volunteers without a position would be streamlined into this new role." By

well done! The T16 - T17 Steering Committee agenda has been completed.
This SC shall remain
active to tackle any SC issues that may come up between now and the end of
T17. Shortly, this SC will turn over governance to the Oversight Committee for
the duration of T17, exclusive of Steering Committee matters which may arise.
