1.  Proposed parameters for ICC Tournament 19: Time Control 45 45. Three Sections (U2000), (U1600), U1300).  Rounds, 6. Team entries accepted May 15-May28, 2003. Entry deadline, May 28. Ratings “fixed” May 15-28. Round 1 posted, June 4, 2003. Passed.

No formal Interserver finals.

3. Proposal to incorporate T18 Interim Rule 1 into the Statutes. “Section 10.D should be changed to read as follows: "If the player who initiates contact receives no answer within 24 hours of their first message, that player shall either resend the first message or send a second message. The player shall assume the first contact message was lost in cyberspace due to the unreliability of the e-mail system. No further action is required after sending these two messages until that player receives answer to either message.” Passed.

 

4. Proposal to incorporate T18 Interim Rule 2 into the Statutes. “Section 15.A.i.b should read as follows: "The offended player sends contact messages to the offending player conforming to the requirements of Section 10 and receives no reply after 72 hours of the Pairing Posting Deadline. The offended player may send a request for a forfeit to their Team Captain, who shall promptly forward this request to the Tournament Director (or their agent)." Passed.

 

Note.-- IR 1 and 2 were clarifications to the statutes concerning when players should initiate and follow up on contacts while arranging their games.

 

5. Proposed revision of Section 6. B. of the Statutes when teams in  three or more divisions play for league Section Championships.

Note.—The present rules call for a league championship division formed from the contending teams, playing concurrently with the next tourney. The proposed change incorporates the principle of single elimination matches until a winner emerges.

 

Section 6. B. In cases where there are three to eight divisions, the following methods will be applied. In each setting, teams are ranked, or seeded, by their records in regulation play, as given in Section 13. As the playoffs progress, the winning teams retain their original order of seeding.

i.                     With three divisions the three teams, and Best Second Place team from the three divisions, are ranked: #1 plays #4, #3 plays #2. The winners play off.

ii.                  With four divisions, the teams are ranked: #1 vs #4 and #2 vs #3. The winners play off.

iii.                With five to eight divisions, the division winners and three to zero Best Second Place Teams from among the divisions are ranked: #1 vs #8, #2 vs #7, #3 vs #6, #4 vs #5. The four winners are ranked and play as in 6.B.ii. The two winners then play off for the Section League Championship.

D. Should there be more than eight divisions in a Section, it is suggested that the Steering Committee consider splitting the section/league into two leagues, perhaps geographically, with the winning teams in each “league” competing for a World Championship.

6. Greetings SC T18 - T19,

We have had several incidents of harassment, rudeness, inappropriate language and disrespect to our volunteers over the course of time, with a noticeable increase over the last several tournaments. We have lost several volunteers recently. I propose the following amendment to our Statutes to combat this unfortunate behavior:

Section 3 D. All participants shall treat our volunteers with respect. There shall be no vile or derogatory language used when communicating with our volunteers. Rude behavior towards a volunteer is not acceptable. No form of harassment towards a volunteer will be tolerated. Punitive actions for this behavior will be mandatory. Yellow, Red or Double Red Cards will be issued to the offenders of Section 3 D based on the severity and or persistence of this behavior.

7. Section 4.E., first sentence now reads, "The player's ratings shall be fixed by the Tournament Director (or their agent) either at the time the Team Entry is submitted, or one week before the Team Entry Deadline, whichever is later."

I propose that the last phrase be eliminated and the sentence read, "The players' ratings shall be fixed by the Tournament Director (or their agent) at the time the Team Entry is processed."

The purpose of the original statute, trying to come up with realistic ratings near the tourney start date, was admirable, but it was creating great problems for teams entered near the beginning of the entry period. Sometimes more than a week would go by when they could not play rated games for fear that on that first deadline (a week before entries closed) their ratings would be too high and the team would be disqualified.

With the Chief TDs approval, I changed the practice by Administrative Rule to allow fixing of ratings at the time I processed them, and we have been doing it that way for the last six tourneys. Included in the rule are several criteria that try to eliminate sandbagging--such as: (1) One change to team roster allowed before deadline and other players' ratings remain fixed. (2) If two or more changes before the deadline, all remaining players' ratings are refixed, but no player's new fixed rating can be lower than the original. (3) Players entered on more than one team (in different sections) at different times shall have their rating fixed at the time each team is processed.
