T20-21 STEERING COMMITTEE AGENDA

 Item 1. In a unanimous vote of 7-0, the new Team 45 45 League policy regarding (c)heaters has passed. We will enforce a lifetime ban for known (c)heaters. This is a major improvement for our membership, and our chess playing environment. We can now claim that we are truly a league of human chess players. Congratulations on a job well done! This will impact our League for years to come, and promote additional growth.

Section 17. A. iii is amended to read: “A player is issued a Double Red Card and lifetime ban for known cheating.

 Item 3. A proposal to revise Section 3. A. ii from the Statutes as a membership requirement: It now reads: “They must be a member of the STC Bunch.”  A change to read: “The League recommends that our members join the STC Bunch." was APPROVED 7 – 0

 

Item 4. Approve two Interim Rules adopted by OC20 for inclusion in our Statutes. Add to Section 1. A. of the statutes, definition xxxi
"Game Point (GP) - The point awarded to the winner of a played or adjudicated game. One-half GP is awarded to each player in a drawn or adjudicated draw game. APPROVED 7 – 0

 Add to Section 1. A. of the Statutes, definition xxxii.
"Match Point (MP) - The point awarded to the team with the greater number of Game Points in a match. One-half MP is awarded to each team when the final GP score is tied at greater than 0-0. APPROVED 7 – 0

 

Item 5. a. Add to Section 3 – (Members Eligibility)  Paragraph E. “Team captains may be either playing or non-playing members of the teams (Constitution, Article VII). However, no one may captain more than one team in a Section, to avoid conflicts of interest. APPROVED 7 – 0

 

Item 5.b. Alternate Team Captains, must be playing members of their teams. Submitted by rgadoury. NOT APPROVED 7 – 0

 

Item 6. Shall there be a “floor” rating for teams entered in a Section, such as 1400 for U1600 teams and a 1800 for U2000 teams? The “floor” rating would be used as the 4th player’s rating for calculation purposes even if the 4th player on the roster has a lower rating. The purpose is to even the playing field by preventing teams from loading up with three strong players and using a 4th, very low rated player, to calculate the team average and meet the team limit. Submitted by a league member. NOT APPROVED 7 – 0

 

Item 7. Proposed revision of first sentence of Section 4.E. of Team Entry
Now reads, "The player's ratings shall be fixed by the Tournament Director (or their agent) either at the time the Team Entry is submitted, or one week before the Team Entry Deadline, whichever is later."
Propose changing to read, "The players' ratings shall be fixed by the Tournament Director (or their agent) at the time the Team Entry is processed, but no earlier than the official start of the team entry period." APPROVED 7 – 0

 

Item 8. Section 17. C. Change Red Card suspension from “three months from time of issuance” to “suspended from time of issuance through the next complete tourney. APPROVED 7 – 0

 

Item 9. Two changes and one addition to the Reliability Ratings, Section 17.

 (1) Change F..i. which now reads” When a player completes one full League tournament without incident, and they have received any manner of results (including those specified in Section 15.B.—set games) in one third of the rounds, they will be given a GTS Point.” I propose removing the “one third” provision. APPROVED 7 – 0

 

(2) F. ii  Change. The paragraph now reads, “If this player receives a Yellow Card, their reliability is reduced by 1. Change that to read “If a player….”  The rule applies to everyone, not just new players. APPROVED 7 – 0

  

(3)F. ii. B. Addition. subparagraph b. If a player receives a Red Card their reliability is reduced by 2. APPROVED 7 – 0

 

 New items since T21 began.

 

Item 10. Statute Change. Section 6. Change title to “Championship Playoffs”.  The current title, “Championship Division (Quad Format)” no longer describes what we do. APPROVED 9 – 0

 

Item 11. Statute change, global. Everywhere in the statutes, in playoffs or position rounds, change the schedule to show that the team with the higher seed or position is the home team. Eg. #3 vs #4, not #4 vs #3. This change is needed in Section 6.B.i. and Section 7.B.vi. APPROVED 9 – 0

 

Item 12. Add to Section 6.C. the following qualifiers. “All ‘Best Second Place’ teams shall be seeded below all Division Champions. However, no two teams from the same division shall play in the first round; seedings of Best Second Place shall be modified accordingly. Modified seedings will not be changed after the first round.”  This has been an administrative rule since we went to the current playoff rule. APPROVED 9 – 0

 

Item 13. Adopt the IR 1 from OC21, approved by a vote of 7-2 into the Statutes Section 11. D. a third subparagraph, iii.
"Should a server crash or shut down after black's third move, resulting in
an unstored game, if at all possible play of the game will be continued from
the position (and best approximate clock times) at the point of the crash."

 “Players will note the final position,
and/or the move order, and the clock times, and the game shall be resumed
from the point of the crash, with clocks adjusted as close as possible. The
Chief TD or his representative will make an Administrative Rule defining the
process for resetting the game to the continuation position." Under discussion

 

Item 14. Adopt IR 2 from OC21, approved by a vote of 8-1. modification and addition to 11.E

  • Section 11.E. Disconnections.
    The reasons for a player disconnecting in the midst of a game are many-fold,
    but most often it is due to the general flakiness of the internet system.
    For the most part, the disconnecting player will re-connect very shortly and
    the game can be resumed right away. Some disconnections require specific
    action. Others are best left to the players to resolve over the board.

    i. Games are to be played with noescape turned off. Should a game be played
    with noescape on, and a player disconnect and forfeit, the result of the
    game will stand as a forfeit.

    ii. If a player who is on the server's Disconnectors List disconnect and
    forfeit, the game is a forfeit.

    iii. Should a player disconnect and refuse to resume the game in a position
    that is apt (or is later so ruled) to be ruled a loss by the server, the
    game shall be declared a forfeit.

    iv. In other situations that can best be described as "technical
    difficulties" the intent and spirit of the league is that the games be
    played to a conclusion if possible. Should a player disconnect for more than
    15 minutes, or 3 times in 30 minutes, either player may request that the
    game be adjourned to a later date. Should adjournment to a later date not be
    possible (E.g. after Game Completion Deadline, end of round 6, late in
    playoff rounds, unavailability of one or both of the players) the Tournament
    Director or his agent will make a determination of Set Game or Set Game
    Draw, based on the position at the time. It is expected that players and
    captains will discuss resolution of affected games with Section 3.B. in
    mind, and not question the motives of the opponent. APPROVED 9 – 0

    Item 15. Revision of paragraphs 3 and 4 of Article IV of the Constitution. Those paragraphs now read,
     

    “After the Oversight Committee is seated, the Steering Committee steps down and turns over governance of the League to the Oversight Committee for the duration of the tournament for which it is seated. The Oversight Committee shall then elect its own Chairperson to moderate its debate and maintain an orderly flow of business.

    “At the conclusion of the tournament for which it was seated, after all results are in and all adjudication is complete, the Oversight Committee shall return governance of the League to the Steering Committee, and thereby be dissolved until the next tournament.”

    We don’t want the Steering Committee to go into hibernation. It should be free to manage other aspects of the League, including our work on the website. This is not properly a function of the OC.

    Change to read:

     “Once the Oversight Committee is seated, the Steering Committee turns over governance of the tournament to the Oversight Committee for the duration of the tournament for which it is seated. At the conclusion of the tournament for which it was seated, after all results are in and all adjudication is complete, the Oversight Committee is dissolved until the next tournament.  The Chief TD appoints the chairman of the Oversight Committee to moderate its debate and maintain an orderly flow of business.” APPROVED 9 – 0
