Item 1. ICC and FICS Tournament parameters—

Item 2. Statute Change. Section 6. Change title to “Championship Playoffs”.  The current title, “Championship Division (Quad Format)” no longer describes what we do. APPROVED 9 – 0

 

Item 3. Statute change, global. Everywhere in the statutes, in playoffs or position rounds, change the schedule to show that the team with the higher seed or position is the home team. Eg. #3 vs #4, not #4 vs #3. This change is needed in Section 6.B.i. and Section 7.B.vi. APPROVED 9 – 0

 

Item 4. Add to Section 6.C. the following qualifiers. “All ‘Best Second Place’ teams shall be seeded below all Division Champions. However, no two teams from the same division shall play in the first round; seedings of Best Second Place shall be modified accordingly. Modified seedings will not be changed after the first round.”  This has been an administrative rule since we went to the current playoff rule. APPROVED 9 – 0

 

Item 5. Adopt the IR 1 from OC21, approved by a vote of 7-2 into the Statutes Section 11. F. this revised version of the rule.
"Should a server crash or shut down after black's third move, resulting in
an unstored game, the game will be resolved in the following order of priority:

 

1) Restart the game with the same position and approximate clock times. Both players have to agree on the position, clock times, side to move, etc.
2) Agree to a set game draw. Both players have to agree.
3) Restart the game from scratch; neither player is obligated to follow the original lines of play. Either player can request a restart after options 1 and 2 have been considered.

Item 6. Adopt IR 2 from OC21, approved by a vote of 8-1. modification and addition to 11.E

Section 11.E. Disconnections.
The reasons for a player disconnecting in the midst of a game are many-fold,
but most often it is due to the general flakiness of the internet system.
For the most part, the disconnecting player will re-connect very shortly and
the game can be resumed right away. Some disconnections require specific
action. Others are best left to the players to resolve over the board.

i. Games are to be played with noescape turned off. Should a game be played
with noescape on, and a player disconnect and forfeit, the result of the
game will stand as a forfeit.

ii. If a player who is on the server's Disconnectors List disconnect and
forfeit, the game is a forfeit.

iii. Should a player disconnect and refuse to resume the game in a position
that is apt (or is later so ruled) to be ruled a loss by the server, the
game shall be declared a forfeit.

 

iv. In other situations that can best be described as "technical
difficulties" the intent and spirit of the league is that the games be
played to a conclusion if possible. Should a player disconnect for more than
15 minutes, or 3 times in 30 minutes, either player may request that the
game be adjourned to a later date. Should adjournment to a later date not be
possible (E.g. after Game Completion Deadline, end of round 6, late in
playoff rounds, unavailability of one or both of the players) the Tournament
Director or his agent will make a determination of Set Game or Set Game
Draw, based on the position at the time. It is expected that players and
captains will discuss resolution of affected games with Section 3.B. in
mind, and not question the motives of the opponent. APPROVED 9 – 0

 

Item 7. Revision of paragraphs 3 and 4 of Article IV of the Constitution. Those paragraphs now read,

“After the Oversight Committee is seated, the Steering Committee steps down and turns over governance of the League to the Oversight Committee for the duration of the tournament for which it is seated. The Oversight Committee shall then elect its own Chairperson to moderate its debate and maintain an orderly flow of business.

“At the conclusion of the tournament for which it was seated, after all results are in and all adjudication is complete, the Oversight Committee shall return governance of the League to the Steering Committee, and thereby be dissolved until the next tournament.”

We don’t want the Steering Committee to go into hibernation. It should be free to manage other aspects of the League, including our work on the website. This is not properly a function of the OC.

Change to read:

 

“Once the Oversight Committee is seated, the Steering Committee turns over governance of the tournament to the Oversight Committee for the duration of the tournament for which it is seated. At the conclusion of the tournament for which it was seated, after all results are in and all adjudication is complete, the Oversight Committee is dissolved until the next tournament.  The Chief TD appoints the chairman of the Oversight Committee to moderate its debate and maintain an orderly flow of business.” APPROVED 9 – 0

 

Item 8. Proposed addition to Section 10 Scheduling Procedures, B. Which reads: The player who initiates this dialog shall specify three or more distinct times they are available to play. The recipient of this initial contact shall either select one of these possible playing times or specify three or more other distinct playing times.

Kingofknights proposes adding this text: “Time offers must be specific. So must the acceptance be specific. Vague statements such as “I'll see you after 7:00” (and then show up at 10:00) are not acceptable and do not constitute a valid response.          APPROVED 9 – 0

 

Item 9. Section 5.C.vii now calls for the formation of two divisions, a 4-team division and a 3-team division when there are seven teams in a Section. Proposed revision: “When there are seven (7) teams in a Section, a single division of 7 teams will be formed. The first and second place teams at the end of the seven rounds of play will then play off for the Section championship.”

 

A survey of the U1300 teams entered in T22 before a 8th and 9th teams entered unanimously agreed that a 7-team division was preferable to being in a 3-team division with two bye rounds. APPROVED 9 – 0
