Item 2. Statute Change. Shall we incorporate Interim Rule 1 adopted by OC 23 into the statutes.

Add to Section 11.B.i, which now reads: “Optional rules of the ICS are to be used as follows: "Takebacks" and "Moretime" shall never be offered or accepted by any player.” the sentences "Any game in which takeback is offered and accepted will be ruled double set game against both players. Any game in which Moretime is added will be ruled set game against the player who adds the time."  Approved 9-0
 

Item 3. Statute Change. Shall we incorporate Interim Rule 2 adopted by OC 23 into the statutes. A new paragraph in the Statutes,  Section 11. G. Other Server Disconnections. Should a server become inaccessible, the following policies apply. i. The 30-minute Grace Period defined in Section 15.A.i.a. remains in effect. Players have an obligation to continue attempts to access the server during the grace period. If the ICS is not accessible by the end of the 30-minute grace period, the game shall be rescheduled using the guidelines of Section 11. E. iv.

ii. Games in progress that are "stored" by the ICS will be continued using the guidelines of Section 11. E. iv.

iii. If the main ICC server chessclub.com is down, players should attempt to play their game on queen.chessclub.com, accessible from the blitzin login window. There is not an equivalent alternate site on FICS.

Item 4. Shall we incorporate IR 3 passed by OC-23 into the statutes:

Replace Section 17. C with: “The penalty imposed by the issue of a Red Card shall take effect immediately following any round in which the offending player has already been declared as a player even if the game for the round has not yet been arranged or played. An Appeal against a Red Card must be lodged within 48 hours of the card being issued and if the offending player in then selected for a subsequent round prior to the Appeal being heard and a game takes place it shall be declared a forfeit win for the opponent in the event that the Appeal is dismissed.” Approved 9-0.
 

Item 5. Suggestion by Claymil. Add to Section 10.C.vi. "To be binding on both players, an offer accepted less than 24 hours before game time must be confirmed by the offerer. (This means, if I make an offer and you accept it less than 24 hours before the game time, I must confirm your acceptance, or cannot be held to my initial offer)." Approved 9-0
 

Item 6. Suggestion by Winclick. Add to Section 14. B. paragraphs ii-vi. The Section would read in whole:

  1. The following conditions must be met at the time of the Game Completion Deadline to have the game declared adjourned:
    1. [No change] The game shall be still pending and not designated as forfeit or set game.
       
    2. Adjournment can be requested up until the Game Completion Deadline when the game has not been set by the players.  Failure of both players to post any valid time offering before that deadline results in a game set draw by the dTD.
       
    3. When either player requests a playing time beyond the Game Completion Deadline it counts automatically as an Adjournment Request.  It is preferred though that the wording “I request an Adjournment…” is used.
       
    4. Adjournment can only be requested once by the same player and the opponent is obligated to respect the request and participate in the rescheduling process.  This means that the player who first asked for a playing time beyond the Game Completion Deadline cannot ask for another playing time once the game is set in the adjournment period. [Added later:] If the player who did not ask for an Adjournment cannot play in the following playing week the captain of his team can ask the player who is assigned to the same board to play that game for him or the player on the board one order higher.
       
    5. The player who asks for the Adjournment must post a valid time offering with three possible playing times, each offer with at least 6 hour interval and at least on any two valid playing days.  Failure to post a valid time offering by the requesting player can result in a partial blame ruling by the dTD and a set loss against him. [Added later] When needed the team Captain (or assistant captain) can make this posting for the player asking for an adjournment.
       
    6. When the Game Time is set for within the Game Completion Deadline of the current playing week, an Adjournment can be requested no later than 60 minutes before the set game time.  Failure (less than 60 minutes) to do so and a subsequent no-show at the set Game Time and Grace Period will count as an automatic forfeit or set loss.
       
    7. [No change] The time and day the Adjourned game deadline for the following round.
       
    8. [No change] The Tournament Director shall be informed by the Game Completion Deadline by both players (or their Team Captains) of the adjourned status, and the time and day the game will be played.

    Item 7. Implementation of a Teamchess.org policy in line with the Children's Online Privacy and Protection Act. Approved 9-0

    Item 8. A proposal to change the statutes and handbooks to reflect that deadlines will be expressed in server time summer or winter, and that the times be 10 pm ICC time and 7 pm FICS time on the days specified. Approved 8-1 for 10 pm on each server.
