Item 1.b.  FICS  Tournament parameters—
Time Control: 45 45
Sections: 4 (U2000, U1800, U1600, U1400)
Rounds: 6 - followed by Playoffs
Team entries accepted November 17-30, 2004
Team Entry Deadline: November 30, 2004
Ratings "fixed" starting November 17.
Round 1 Posted: 10 pm  Server time December 7, 2004
APPROVED by SC23-24

Item 2 (a). Shall we adopt into the Statutes OC24 Interim Rule 1 (a): Modify Section 11.E (i) to read: “Games are to be played with noescape turned off. Should a game be played with noescape on, and a player disconnect and forfeit, the result of the game will be a loss to that player, as shown by the pgn score. E.g. “{Black got disconnected and forfeits} 1-0” and no further penalty will be applied.”
APPROVED 9-1

Item 2 (b). Shall we adopt into the Statutes OC24 Interim Rule 1 (b): Modify Section 11.E (ii) to read: “If a player who is on the server's Disconnectors List disconnects and forfeits, the result of the game will be a loss to that player, as shown by the pgn score. E.g. “{White got disconnected and forfeits} 0-1” and no further penalty will be applied.”  Approved 10-0

These items had approved by OC24 by a vote of 6-0 with 3 abstentions. The purpose was to eliminate a ‘forfeit’ and corresponding yellow card (which had never been applied in previous incidents), and just make it a loss of game point.

Item 3. Statute Change. Shall we move the contact deadlines up 24 hours, to 10 pm Thursday and Friday, server time, to give players more playing time? This would be consistent with the 48-hour and 72-hour deadlines we had before teamchess, when pairings went up at 10 pm Wednesday, Eastern time.  APPROVED 7-0 with 3 votes yet to be cast.

The first contact deadline is 10 pm Thursday. The second contact deadline is 10 pm Friday, all times are server times. These are changes to Statutes, Section 10. D. They will be enforced begining with round 2 of T25.

Item 4. Statute Change. Remove Section 9.E, and use just its first sentence in Section 8. With the captains now able to put in their own board assignments directly, without the errors or lost mail of middle men, the statute is out of date, as well as being vague and subject to varying interpretations.

Add to Section 8, paragraph C.

  1. Team captains will now post their board assignments directly to the teamchess.org/Captains page no later than 10:00 p.m. server time.

  2. If the Team Captain fails to submit a Board Assignment list for a given round, it will be assumed that the Team will play their top four players, which shall be known as the Default Board Assignment. At the TD's discretion, a Team Captain may submit an alternative Default Board Assignment list which may be used if the Team Captain fails to submit another for a given round.
