The role and purpose of the Steering Committee is to manage the affairs of the league, to set its direction and expansion, see to its advertisement and management, writing the Constitution, Statutes and Handbooks, and reviewing the rulings of the previous Oversight Committee. This is the ultimate governing body of Team 45 45 League with all rights and responsibilities. (Article III of the League Constitution)

League Members may stay informed of potential rules changes by watching this page. Prior to voting results being displayed here, members may make their comments known by notifying any Steering Committee member, who may choose to forward your comments to the Steering Committee. The Committee members will not disclose any details of the Committee discussions.

Item 2. Remove Section 10.B.ii from the statutes.

Under our editorial revision policy, unless an SC member wishes to bring it up for further debate, this change will be incorporated into the Statutes in one week.

Problem. Section 10.B.ii reads, "The URL contains the player's password. Therefore, the player must not forward that e-mail to anyone." The statute is no longer applicable. For security reasons programming is wirtten so as to remove passwords from any communications within the league (except for ICC message, sent to the player only, containing his or her password to the league site).

Solution. Rules Subcommittee recommends that Section 10.B.ii be removed from the statutes. 


 Item 3. Add statements that English is the official language used by Team 45 45 League

Under our editorial revision policy, unless an SC member wishes to bring it up for further debate, this change will be incorporated into the Statutes in one week.

Problem. Occasionally players will make forum posts or email to opponents in languages other than English. English has always been understood to be the officlal language of the league, but it is not stated definitively in the ByLaws. The only reference is in the Disclaimer, Part 2.iv, "Although Team 45 45 League welcomes members of all languages, it is not possible to provide services in all languages.  Therefore, Team 45 45 League is not responsible for problems caused by language barriers."

Solution. Rules Subcommittee recommends that appropriate texts be added in several places in the ByLaws. 

Statutes. Section 3.E (new). English is the official language of Team 45 45 League. All league communications, in e-mails and forums, shall be conducted in English. It is the player's responsibility to ensure that their posts can be understood by the opponents and league officials.

Also added a statement to the TD handbook just above Part 2.
Other languages. English is the official language of Team 45 45 League. All communications in forums and emails should be conducted in english. If someone makes a post in another language, make a post, in english, reminding the person that posting in english is required and ask them to provide a translation. Don't try to translate the post yourself.

Item 4Games less than three whole moves changed to set game win or draw.

Problem. Since league ratings were instituted in T36 it has been the policy of the entry clerk, supported by the Chief TD, to change the score of any game that did not go three full moves from 1:0 or 1/2 to set game win or draw, in order to  provide more realistic league ratings by eliminating calculations that include very short games. Adopting a three-full-moves criteria is consistent  with our statute allowing for games to be aborted before black's third move when there has been an error in time control or color. The policy had not previously been documented.

Solution. A statute or administrative rule permitting such changes.

Section 11.B.iii was added: Any official game of fewer than three complete moves by both sides that has been resigned or an agreed draw shall have the result changed to a set game win or draw, so that the game will not be included in the players' league rating calculations.
