Team 45 45 League
Steering Committee members: Standing Subcommittee (Rules): Standing Subcommittee (Technology): The role and purpose of the Steering Committee is to manage the affairs of the league, to set its direction and expansion, see to its advertisement and management, writing the Constitution, Statutes and Handbooks, and reviewing the rulings of the previous Oversight Committee. This is the ultimate governing body of Team 45 45 League with all rights and responsibilities. (Article III of the League Constitution) League Members may stay informed of potential rules changes by watching this page. Prior to voting results being displayed here, members may make their comments known by notifying any Steering Committee member, who may choose to forward your comments to the Steering Committee. The Committee members will not disclose any details of the Committee discussions. Item 1. T64 Tournament Parameters - Approved Item 2. Item 2. Change Game COMPLETION Deadline to Game START Deadline, and define "called" Under our editorial revision policy, unless an SC member wishes to bring it up for further debate, these changes will be incorporated into the Statutes in one week. Problem. A member has suggested that the term 'Game Completion Deadine' is confusing because it is also used to describe the deadline for scheduling a game and the deadline when a game can start (games can finish after the deadline). The member also questions the meaning of the word "called" in Section 10.A, when what is meant is 'adjudicated by the TD'. Solution. Change the term Game Completion Deadline to Game Start Deadline, and replace "called" with its meaning. Section 1. (New). Game Start Deadline (GSD) - The deadlines used, variously, for the start of a round, the scheduling of a game, and the start of a game. When a game has not been scheduled by the GSD, the TDs are required to make a ruling on the game. Addition to Captains Handbook by Rules Subcommitee regarding drafted players A captain professed confusion about when they can draft players from the IPP, before or after inviting them to the team. The following was inserted into the Captains Handbook, Part 1 b. Communicate, second bullet "When forming your team, you can "draft" players off the IPP without asking them first, but you must immediately contact them by email, welcome them, but ask if they want to play for you."
Item 4 Suggestion that the result of a conceded game be changed from a forfeit to set game. A captain has suggested that a conceded game that falls under Section 10.G.ii.c (greater than 24 hour notice) be changed from a forfeit to a set game loss so that the team will not be further penalized with a charged forfeit. Arguments for the change to set game. The game was lost due to an emergency, but the team is being is doubly penalized with a forfeit on its team total, affecting tiebreakers. Without this change, players might wait until game time and resign the game after one move, wasting both players' time. Argument against any change. The current forfeit/Reliability Rating system was specifically written to eliminate all excuses for forfeits, valid or invalid, but relaxing the Grace Period from 15 minutes to 30 minutes. The change to RR reduction for conceded games was justified by releasing the opponent's obligation to arrive at the agreed time. Rules Subcommittee opposes this suggestion by a vote of 3-1. Because the vote was not unanimous, the suggestion is being presented to the full Steering Committee for its consideration. Not approved - By a vote of 5-3-1 not voting, no change to the current rules - 1 April 2015
