Item 2.  Clarification of "greater than 24 hours" rule in statutes and player handbook

Problem. A TD sees an inconsistency between the statutes and the player handbook regarding what "greater than 24 hours" means when making offers, especially the initial offers.

Solution. Add a specific example in the statutes (10,C.i.(c) and quote the relevant portion of the statutes  in the player handbook. (Changes or additions in red)

Section 10.C.i Initial Offer Requirements: Players shall specify three or more distinct times to play on at least two different days within the one-week playing period of the round.

  1. A range of times, or several distinct times within a three-hour period, counts as one offer.
  2. A range of times equal to or greater than 3 hours is counted as two offers (e.g. 07:00 - 10:00, or 07:00, 10:00). ¶ SC 36-37
  3. (new) The initial set of offers must span more than 24 hours. E.g.. Thursday 0700-1000, Friday  0715 ¶ SC 73-74.
  4. If a range is offered (e.g. Saturday 07:00 – 15:00 or “How about Tuesday”), the other player could accept any time within those ranges or on that day (Tuesday 00:00 to 23:45), and be binding on both players. The accepted time, however, must be exact, such as 13:30 Saturday. ¶ SC 33-34.
  5. Should an offer contain both a day of the week and a corresponding date that does not match, such offer shall be considered void until the offeror corrects the inconsistency. Acceptance of either the day or the incorrect date prior to clarification shall not be binding on either player. Until clarified, voided offers do not count toward satisfying any deadlines or other mandatory scheduling provisions. ¶ SC 64-65.

4. Scheduling your game

  1. The Basics:  At the start of each round (Tuesdays 17:00), the pairings are posted on the website, and paired players are sent emails announcing their games and opponents.  But don't wait for email (funny things can happen to email while travelling the internet.).  Check the pairing page and/or the Game Forum to see if you have been paired in the current round.
  2. "24 hours between posts, preferably sooner" is the expected norm for making and replying to offers, from forum opening to final agreement, and is independent of any deadlines such as "offer or forfeit."
  3. Sign into the Game Forum, read any posts that are already there.  Then click "Reply," and tell your opponent some times you would like to play your game. Offer at least three specific and distinct times on at least two days (offers more than 24 hours apart), preferably including a span of a few hours on weekend (Saturday and/or Sunday).  If your opponent has already made offers of game times, click "Reply," and either accept one of his offers, or make at least three offers of your own.
  4. Continue replying promptly, until an agreement is reached.  Once agreement is reached, it is a binding agreement, and cannot be rescheduled unless both players agree.
  5. Once you agree to a time offered by your opponent, you must set the agreed time. Click the "Reply" button, set the time using the Date/Hours/Minute drop down boxes, check the "Post this as agreed time" box, and click "Submit". (Please note there is no "24" in the hour list. Midnight is 00:00 morning of the next day).
  6. Quoting from the Statutes, Section 10.C.i

Initial Offer Requirements: Players shall specify three or more distinct times to play on at least two different days within the one-week playing period of the round.

¶ SC 33-34.

During Discussion: Amendment - (1) remove proposed 10.C.i.(c), (2) edit 10.C.i as follows: Initial Offer Requirements: Players shall specify three or more distinct times to play on at least two different days 24 hours or more apart within the one-week playing period of the round, and (3) condense player handbook statement to revised 10.C.i.

Voting began Oct. 18, deadline Oct. 25. If no majority (5 votes), a second vote between the two highest options shall be taken. Options given:

A. Approve the original motion which includes adding 10.C.i.(c).

B. Approve the amendment, which includes an edit of 10.C.i itself.

C. Leave well enough alone, no change to be made.

Option B was approved 8-0 with 1 abstention.
